Bihar Startup Policy 2022
Bihar Startup Policy 2022 gives eligible Bihar-based startups an interest-free Seed Grant of up to Rs. 10 Lakhs, followed by Post Seed Fund, Matching Loan against investor funding, Acceleration Program support, and IPR filing reimbursement. Women, SC/ST and differently-abled founders get additional 5-15% incentives.
1. Scheme Objectives & Overview
Who is eligible
• Entity must be a Private Limited Company, Registered Partnership Firm, or LLP
• Must be within 10 years of incorporation/registration
• Turnover must not have exceeded Rs. 100 Crore in any financial year since incorporation
• Must be working on innovation, product/process/service improvement, or a scalable, high-employment-potential business model
• Must be incorporated and have an office in Bihar, with applicable taxes payable in Bihar
• Entities formed by splitting or reconstructing an existing business are not eligible
Funding support available under this policy
• Seed Grant: Up to Rs. 10 Lakhs per startup as an interest-free loan for 10 years, released in phases based on milestones
• 2nd Tranche of Seed Fund: Available once 80% of the 1st tranche is utilized, also interest-free for 10 years
• Post Seed Fund: An additional Rs. 15 Lakhs, repayable via EMI over 5 years after a 2-year moratorium, at 5% simple interest
• Early-Stage Funding (Matching Loan): If a startup raises funds from a recognized Angel Investor or SEBI-registered Category-I AIF, it gets a 2% success fee as grant plus a Matching Loan up to 100% of funds raised, capped at Rs. 50 Lakhs, repayable over 7 years after a 2-year moratorium at 5% simple interest
• Acceleration Program / Event Support: Up to Rs. 3 Lakhs per startup to enrol in a recognized acceleration program (30+ days) or startup event (up to 7 days)
• IPR Support: Zero cost for filing domestic patents; reimbursement up to Rs. 1 Lakh (Indian Patent), Rs. 5 Lakhs (Foreign Patent), Rs. 2 Lakhs (Geographical Indication), Rs. 0.10 Lakhs (Trademark), and Rs. 0.15 Lakhs (Industrial Design)
Additional incentives
• Women Enterprise: additional 5% on top of Seed Grant / Matching Loan limits
• SC/ST Enterprise: additional 15%, with 22% of the total funding corpus reserved for SC/ST beneficiaries
• Differently-Abled Enterprise: additional 15%
Exit conditions — a startup exits the policy after 10 years from incorporation, on crossing Rs. 100 Crore turnover, on moving its registered office out of Bihar, on fraud/false declaration, on founders selling/winding up the entity, on fund diversion, or on failing to submit the mandatory annual performance report until the loan is repaid.
Applications are submitted through the official portal startup.bihar.gov.in, scrutinized by the Start-up Support Unit (SSU), evaluated by empanelled incubators and a Third Party Agency, and approved by the Start-up Monitoring & Implementation Committee (SMIC) based on a rating mechanism.

Incorporation certificate for Pvt Ltd (with MOA & AOA), Partnership Registration Certificate with Partnership Deed, or LLP Certificate with Partnership Agreement
Shareholding / Partnership Change Proof
Form SH-1, Form SH-4, Board Resolution and CA-certified current shareholding pattern (if shareholding/partners changed)
Bank Account Details
Cancelled cheque or bank-stamped statement with account holder name, account number, bank/branch name and IFSC
Aadhaar & PAN (Entity + Individuals)
KYC proof of the business entity and all individual founders/directors, plus 2 photographs of each individual
Standard Loan Agreement (SLA) Stamp Paper
Non-judicial stamp paper of Rs. 1,000 in the company's name for executing the Standard Loan Agreement
Detailed Project Report / Business Plan
Must include utilization plan for the Rs. 10 Lakh Seed Fund and financial/turnover projections for the next 5 years
CA-Certified Utilization Certificate
Required for disbursement of 2nd/subsequent tranches, along with highlighted bank statements and supporting vouchers
IT Returns / CA Audit Report (Existing Entities)
Last 5 years Income Tax returns and CA/audit report, required only for business entities operating for 1+ year
Undertaking on Startup Letterhead
Signed declaration by all founders confirming accuracy of information and no blacklisting, as per the annexed format
4. Standard Application & Approval Process
DPR Formulation & Supplier Quotations
Prepare a Detailed Project Report itemizing machinery costs, power load sanction, and working capital needs from GST-registered suppliers.
Online Portal Registration & Upload
Register on the designated official nodal portal (e.g. JanSamarth.in or KVIC online) with Aadhaar, PAN, Udyam, and select your preferred bank branch.
DTFC Review & Bank Credit Appraisal
District Task Force Committee (DTFC) verifies eligibility and forwards the proposal to the bank branch for credit assessment and sanction letter issuance.
Disbursement & 3-Year TDR Subsidy Lock-In
Upon borrower margin deposit (5% - 15%), the bank disburses credit. The subsidy is parked in an interest-free 3-year TDR and credited against principal upon audit.
