मार्केट डेवलपमेंट असिस्टेंस

ऑर्गेनिक फर्टिलाइजर के लिए Market Development Assistance (MDA) को भारत सरकार के रसायन एवं उर्वरक मंत्रालय के Department of Fertilizers द्वारा लागू किया जाता है। इसका उद्देश्य GOBARdhan initiative और उससे जुड़े Biogas तथा Compressed Bio-Gas plants से बनने वाले organic fertilizers को market support देना है।

इसमें Fermented Organic Manure (FOM), Liquid Fermented Organic Manure (LFOM) और Phosphate Rich Organic Manure (PROM) शामिल हैं।

मुख्य वित्तीय सहायता:

• पात्र FOM, LFOM और PROM की बिक्री पर Market Development Assistance ₹1,500 प्रति metric tonne है।
• सहायता eligible quantity की actual sale पर आधारित है और prescribed Point of Sale (POS) system से sale record होना जरूरी है।
• Scheme का original approved outlay ₹1,451.84 करोड़ था, जो FY 2023-24 से FY 2025-26 के लिए था।
• इसमें research gap funding के लिए ₹360 करोड़ का corpus शामिल था।
• Research gap funding eligible Central और State Research Institutes तथा non-private fertilizer cooperatives के लिए applicable conditions के अनुसार है।

Eligible organic fertilizers:

• Fermented Organic Manure (FOM)।
• Liquid Fermented Organic Manure (LFOM)।
• Phosphate Rich Organic Manure (PROM)।

Applicant और unit की eligibility:

• Applicant manufacturing-cum-marketing entity, Compressed Bio-Gas operator, Bio-Gas operator, marketer या distributor हो सकता है, subject to applicable conditions।
• जहां लागू हो, applicant eligible organic fertilizers market करने वाली Fertilizer Marketing Company होना चाहिए।
• Organic fertilizer eligible Bio-Gas या Compressed Bio-Gas plants में produced होना चाहिए।
• Relevant plant को applicable SATAT, Waste to Energy या Swachh Bharat Mission जैसी initiatives से support प्राप्त होना चाहिए।
• Bio-Gas या CBG unit का GOBARdhan portal पर registration prerequisite है।
• Fertilizer सामान्यतः packed form में market होना चाहिए, except जहां applicable notification bulk या loose sale की अनुमति देती है।
• Fertilizer को applicable Fertilizer Control Order, 1985 specifications पूरा करना होगा।
• Quality testing Government-notified laboratory या applicable NABL-accredited private laboratory से करानी होगी।

Pricing और packaging conditions:

• Marketing entity को fertilizer bag पर Maximum Retail Price (MRP) और applicable MDA clearly print करना होगा।
• यदि State subsidy मिलती है तो उसका benefit किसानों को lower MRP के रूप में pass on करना होगा।
• प्रत्येक bag पर prescribed constituents, marketing entity, manufacturer और shelf-life की जानकारी होनी चाहिए।
• Printed net MRP से ऊपर sale नहीं करनी चाहिए क्योंकि यह Essential Commodities Act के तहत कार्रवाई का कारण बन सकती है।

Bulk या loose sale relaxation:

• आवश्यक notification होने पर organic fertilizer को bulk या loose form में experimental basis पर market किया जा सकता है।
• जहां feasible हो, Primary Agricultural Cooperative Societies (PACS) को Fertilizer Marketing Companies या manufacturers के aggregators के रूप में engage किया जा सकता है।

Registration और application process:

• सबसे पहले eligible Bio-Gas या CBG manufacturing unit का Unified GOBARdhan portal पर registration करें।
• Mandatory registration number प्राप्त करने के लिए plant और operational details submit करें।
• Eligible organic fertilizers market करने की willingness Department of Fertilizers को physical letter के माध्यम से communicate करें।
• Fertilizer Marketing Company के लिए applicable Annexure-I या manufacturer के लिए Annexure-II attach करें।
• Prescribed Integrated Fertilizer Management System (iFMS) module पर manufacturing unit register करें।
• Unique identification number मिलने के बाद production, sales, MRP, stock और quality-certificate data iFMS पर upload करें।
• Accredited laboratory में batch-wise या dispatch-wise quality testing कराएं।
• State Agriculture Department या State Energy Development Agency से test report validate कराकर B2-MDA certificate प्राप्त करें।
• Prescribed format में Direct Benefit Transfer (DBT) claim iFMS portal पर generate करें।
• Claim को sale के 2 महीने के भीतर या applicable prescribed period में submit करें।
• Payment के लिए required quality certificate और claim documentation Department of Fertilizers को जमा करें।

Disbursement mechanism:

• MDA केवल POS machines के माध्यम से recorded eligible sales quantity पर available है।
• Claims Integrated Fertilizer Management System के माध्यम से Direct Benefit Transfer (DBT) mechanism से generate होते हैं।
• Claim के साथ prescribed quantity और quality documents होने चाहिए।
• Department of Fertilizers verification और applicable scheme conditions के अनुसार eligible claim process करता है।

Quality और record-keeping requirements:

• Applicant को permanent records लगातार year-to-year maintain करने होंगे।
• Production, stock, dispatch, sales और related transactions के records audit और verification के लिए maintain करने होंगे।
• Department of Fertilizers या Fertilizer Flying Squad के मांगने पर records उपलब्ध कराने होंगे।
• Stock registers, daily production reports, dispatch records, gate passes, invoices, sales day books, delivery challans और raw-material records maintain करने होंगे।

Application stage पर जरूरी documents:

• Letter intimating willingness to market organic fertilizers।
• Fertilizer Marketing Company के माध्यम से marketing होने पर Purchasing Agreement।
• लागू होने पर Fertilizer Marketing Company details वाला Annexure-I।
• लागू होने पर manufacturer details वाला Annexure-II।
• Company का Tax Identification Number Certificate।
• Company का Permanent Account Number (PAN) Card।
• Bank account details, जिसमें account number, IFSC, account-holder name और bank address शामिल हों।
• GOBARdhan portal registration certificate।

Benefit disbursal के लिए documents:

• Organic fertilizer Quantity Certificate in Proforma B1-MDA।
• Organic fertilizer Quality Certificate in Proforma B2-MDA।
• Eligible Government-notified या NABL-accredited laboratory की Quality Test Report।
• Chartered Accountant या Statutory Auditor और Authorized Officer के digital signatures वाला prescribed MDA payment claim proforma।

Verification और audit records:

• Opening balance, production, quantity dispatched और closing balance वाला Stock Register।
• Production Manager द्वारा authenticated Daily Production and Stock Report।
• Serial-numbered और signed Dispatch and Stock Transfer Advice।
• Headquarters से जारी Dispatch Instructions।
• Serial-numbered Gate Passes।
• Register of Gate Passes Issued।
• Register of Dispatches।
• Warehouse delivery notes द्वारा supported serial-numbered Sales Invoices।
• Sales Day Book।
• Receiver द्वारा signed Delivery Challan।
• Purchased और consumed materials वाला Raw Material Stock Register।

यह scheme हर fertilizer manufacturer के लिए सामान्य subsidy नहीं है। Eligibility organic fertilizer के source, GOBARdhan-linked plant registration, quality compliance, prescribed sales records और Department of Fertilizers की applicable procedures पर निर्भर करती है।

March 2026 में उपलब्ध latest Government update के अनुसार MDA mechanism के तहत ₹1,500 प्रति metric tonne सहायता जारी थी और 4 मार्च 2026 तक 120 CBG/Biogas plants iFMS portal पर registered थे। Claim file करने से पहले current operational instructions और claim requirements verify करना जरूरी है।
